The Ministry of Climate has completed a draft of the new climate law. It will be discussed in the government on Thursday. The draft specifies how much Estonia's greenhouse gas emissions must decrease. For example, by 2030, emissions must be 9% lower than in 2022.
Greenhouse gas emissions must also decrease in various sectors. For instance, emissions from electricity and heat production must decrease by 21% by 2030. In transport, emissions must decrease by 24%.
The draft also states that by 2050, Estonia must achieve climate neutrality. This means there must be a balance between greenhouse gas emissions and absorption.
The Ministry of Climate says this is a challenging task. It requires significant investments. For example, investments are needed in renewable energy and new technologies.
Additionally, it is stated that various sectors must contribute. For example, forestry must increase carbon sequestration. Agriculture must reduce emissions.
The draft also foresees new climate reports. The first report will be made in 2027. It will provide an overview of greenhouse gas emissions and climate change.
In total, Estonia needs approximately 17 billion euros to achieve its climate goals. These funds will be spread over 30 years. These investments will also benefit other areas, such as energy security and nature conservation.
