The ministry is discussing how to simplify the rules. For example, it is proposed that 13-year-olds could work in cafes, although this is currently not allowed. It is also suggested that 12-year-olds could work for cash if their parents agree.
Currently, young people must rest for at least half of the school break. The ministry wants to change the rules so that young people can work longer. For example, they could work for up to two months in the summer and rest for one month.
Another proposal is to simplify obtaining the consent of the Labor Inspectorate. Currently, the employer must notify the Labor Inspectorate 10 days in advance if they hire a young person. The ministry wants young people to start working immediately, but the Labor Inspectorate could later check if the workplace is suitable.
The ministry also wants to discuss with the European Union whether directives need to be simplified. For example, leafleting is currently not allowed, although many children would like to do it.
The state supports youth employment. The Unemployment Insurance Fund provides assistance to minors and career advisors. In addition, student brigades offer job opportunities. The ministry wants to collaborate with other institutions to provide more young people with their first work experience.
