Normally, budget talks start in September. But it is different in election year. Now, city offices prepare budget draft. New city government will use it later.
Tallinn financial situation is strong. Budget surplus grows. Job market is stable. Taxpayers move to city. In last year and a half, city saved 10 million euros. The money went to education needs.
Next year city priorities are education and public transport. Plan is to support Estonian language education, invest in new schools and kindergartens. Also, make schools and kindergartens close to homes. For public transport, city plans to buy new trams, buses and trolleys. Also, make two new tram lines.
Public transport investments depend on election result. Keskerakond promised to stop public transport investments.
City budget should be ready by December. About 70 percent of the budget is not political. It includes costs and price increases.
Keskerakond leader Mihhail Kõlvart says Tallinn finances are not good. City took loans for costs. Loan burden grew. Kõlvart says big investments need clear budget plan. Keskerakond priority is to fix city finances.
