The government has a new draft that limits the term of top executives in state institutions to two terms. Additionally, the application period for job competitions will be shortened from 14 days to seven days.
Expert Meelis Oidsalu found that this is an uneven draft. He said that one week is too short a time to decide whether to apply. A regular employee cannot react so quickly.
The draft allows filling the position of a top executive on parental leave or adoption leave through an internal competition. Additionally, the variable pay will increase from 20% to 30% of the base salary in exceptional cases. A minimum base salary for officials will be established, clarified every autumn.
The draft also sets a maximum two-term limit for top executives. Furthermore, the employment contracts of public service leaders will be made fixed-term. This promotes the mobility of leaders and improves their work efficiency.
Chancellor of the Regional Ministry Marko Gorban said that if the changes take effect, the salary system will become clearer and more transparent. However, recruitment without competition may reduce transparency.
Gorban added that the draft will simplify work processes and reduce bureaucracy. However, the recruitment workload of the ministry may increase with longer appointment periods.
Oidsalu found that although the draft is well thought out, it lacks consistency. He said that the document creates new distinctions that make it uneven.
Oidsalu emphasized that there is currently no crisis in public service. Satisfaction surveys show that salary growth is slower, but employee dedication and management quality are better.
