Criticism of the pace of ammunition procurement is unfounded

The head of RKIK and the Minister of Defence say that the acquisition of ammunition is proceeding quickly and criticism of its pace is unfounded.
The head of the National Defence Investment Centre (RKIK) Magnus-Valdemar Saar and Minister of Defence Hanno Pevkur say that criticism of the speed of ammunition procurement is unfounded. They say that agreements have been reached faster than ever before. The entire 1.6 billion euros allocated for the purchase of ammunition has already been committed to tenders and contracts.
Over the weekend, Defence Minister Pevkur was criticized for the slowdown in defense procurements. Former Chancellor of the Ministry of Defence Kusti Salm and Isamaa chairman Urmas Reinsalu said that the purchase of ammunition is slow. However, Pevkur confirmed that all the money has already been committed to tenders and contracts. He said that everything is being done to get the ammunition to Estonia as quickly as possible.
Saar said that all possible actions for the rapid acquisition of ammunition have already been taken. He added that when procurement contracts are signed at close range, the process has been faster than usual in Europe. He said that criticism of the pace of ammunition procurement is unfounded. He added that the process is even faster than originally planned.
The acquisition of ammunition is divided into three groups. For long-range indirect fire, artillery ammunition, air-to-surface missiles, and rocket artillery ammunition are purchased for 675 million euros. A tender has been announced for the purchase of loitering munitions. The remaining ammunition is purchased through intergovernmental agreements. For example, HIMARS ammunition is purchased with the USA and long-range artillery ammunition with Germany.
For short-range air defense, 625 million euros are allocated. This is purchased through joint procurement with other countries. For example, Piorun missiles are purchased together with Poland, Latvia, Lithuania, and Norway. Additional missiles are also purchased for Mistral air defense systems. For medium-range air defense, an agreement is signed with Germany for the purchase of IRIS-T systems.
Pevkur said that nearly one billion euros will be used for joint procurements. Half a billion euros will be used in cooperation between Estonia and the USA. The rest of the money will be used for air-to-surface munitions. He emphasized that joint procurements have several advantages: the price is better, the munitions arrive faster, and European financial instruments can be used. Pevkur will present the government with an accelerated defense development plan.
