With the summer weather, alcohol abusers gather on Tallinn's streets and benches. This shows that Estonia has a major alcohol problem, said Mayor Jevgeni Ossinovski.
Ossinovski said: "When drinking is common in society, some people fall into alcohol dependence. They start drinking right in front of the store. This is a major social problem. The state must address it."
The mayor recalled that between 2015 and 2018, a free treatment system for alcohol users was created. This system is still in use today. However, there are too few places.
Ossinovski does not support driving away alcohol users by removing benches. He said: "If we remove benches, people will simply move elsewhere. We would also be taking away benches from other people who need them."
The mayor found that one problem is the accessibility of alcohol stores. They are everywhere. The city recommends that the state reinstates the alcohol licensing system. Currently, any store can start selling alcohol without a special permit, and the local government cannot regulate it.
Ossinovski said: "Why should we remove benches from Kristiine Center if we could get rid of the alcohol store there? Alcohol stores create social problems."
The mayor added that the city will systematically monitor places where public order is violated. Especially in the Old Town, but also elsewhere, there are cellar bars where similar activities take place.
Some residents are also concerned about teenagers gathering in Tammsaare Park. Ossinovski said: "Teenagers always move towards new places. If we add more lighting and cameras to the park, they will move on. But they will always find a new spot."
