Chancellor of Justice Ülle Madis says that the new law regarding conscripts is in conflict with the constitution.
According to the law, those who do not speak Estonian at the B1 level are not accepted into conscription. This means that some young people are treated unfairly.
President Alar Karis did not approve the law. He believed that it violates the principle of equal treatment. The law was sent back to the Riigikogu for further discussion.
The Defense Forces state that the language requirement is necessary because conscript training is conducted in Estonian. Complex weapons and technology are used, making language proficiency important.
