The Pirita TOP area has been the subject of much discussion and opinions. Developments have been slow in recent years. Businesses and enterprises cannot work well there. The spaces do not meet today's needs.
The area is very sensitive. Developments there require a lot of discussion. The public sector process often takes a long time. Society must find a balance between development and interests.
The Pirita TOP area also has a heritage protection zone. This may make development even more complicated. Something from the old architecture must remain, but something can also be changed. Not everything can be preserved like a medieval church.
Three different themes are being planned. One is a hotel, where many spaces are not functioning. Some parts will be demolished and some restored. A new hotel and water center may come. The seaside part, bricks, and yacht club are also part of the plan. The riverside ceremony square is still being planned.
No one yet knows how much the reconstruction will cost. The city and people should not worry about money. The private owner must think about how and with what resources to build.
