If people have problems, they can apply for assistance. The local government can help. In Tallinn, nearly 5,000 people receive assistance. This number has not increased due to Russian pensioners.
Tallinn has increased the limits for assistance. The Estonian Ministry of Foreign Affairs has sent a letter to Russia regarding pensions.
