Timpson said that domestic violence is an important issue, but the ban on public gatherings generates more discussion. He recalls that 15 years ago, the debate on the Public Order Act was very serious. The protection of fundamental rights is important.
Timpson mentioned that everyone is against domestic violence, but the restrictions on public gatherings raise questions. He is not sure if the stay-away regulation is right. He would recommend creating two separate drafts.
Timpson did not say whether he supports the current draft. He believes the part related to domestic violence is good, but the part about public gatherings needs more discussion. He does not see a threat to freedom of speech, but the debate should be serious.
Timpson thinks the explanatory memorandum of the draft mainly talks about domestic violence. He feels that the stay-away part has been added as an appendix. The Ministry of the Interior wants to amend the law so that the police can impose stay-away orders even in cases of minor threats.
The aim of the draft is to help victims of domestic violence, including children. Extending the stay-away order from 12 hours to 72 hours will help victims receive better assistance, such as psychological and social counseling.
