Recent procurement experiences showed that the old plan and budget were not suitable for building the new ferry. Minister Leis said they worked for two months to create a new and better procurement plan. The new plan takes into account current prices and provides more flexibility.<p>The new procurement form is a competitive dialogue. This allows the state to discuss technical conditions with shipbuilders. Previous procurements were open tenders where bids were final and there were no negotiations.<p>The state hopes that the new approach will provide flexibility and help find the best supplier. The project manager for the fifth ferry, Jorma Kaldasaun, said that the procurement documentation does not describe the final ship but helps start negotiations.<p>The new ship is likely to be smaller than the current ones. According to the Ministry of Climate, the ship must accommodate at least 110 cars and 300 passengers. The ship must also have a restaurant for hot meals.<p>The ship's main energy source is green electricity, which is charged from the shore. Biodiesel generators are used when necessary, especially in severe weather. The state fleet wants to find a suitable contract partner by the end of 2025.<p>The project is funded 65% by European Union funds and 35% by the Estonian state. The fifth ferry project has been ongoing since 2021. Two previous procurements ended without contracts.
