OTP Bank is a Hungarian bank. It wants to buy the Estonian bank Luminor. Minister Jürgen Ligi says that companies operating in Russia are not good for Estonia.
Ligi says that Estonia can say no. But OTP is a big bank. Estonia has little power.
The minister says the situation is bad. He does not want OTP Bank in Estonia. "Doing business in Russia is bad," he says.
Ligi says OTP could leave Russia. But it is difficult. Some companies have sold their assets cheaply.
Another minister says Western companies should leave Russia. "Everyone should leave there," he says.
OTP does business in Russia. This is a problem. OTP says they want to change.
OTP and Luminor are making a deal. But Estonia does not want it.
