On Monday, the Constitutional Committee proposed to the Riigikogu to amend the law that would allow the creation of a large-scale land database. This database would be extensive and machine-readable. The data would be anonymous, but could be personalized for money laundering detection.
President Alar Karis did not proclaim the law. He found that it is not in accordance with the Estonian Constitution. The President emphasized that the protection of personal data is very important.
The chairman of the Constitutional Committee, Ando Kiviberg, said that the committee unanimously agreed that the law needs to be amended. According to him, the possibilities of the law were too broad. It is necessary to ensure that state officials use the data only for crime prevention and that there are clear restrictions.
The Ministry of Finance is preparing amendments. Later, the finance committee will discuss the law. In June, Chancellor of Justice Ülle Madis said that the law may be in conflict with the Constitution if it is not amended.
