Tallinn Court of Appeal decided on Monday that Deniss Metsavas must remain in prison.
The court said that Metsavas behaves poorly. Although he regrets and has worked on himself in prison, it is not enough.
The court believes that serving half of the sentence does not mean he won't commit new crimes.
Spokesperson Anneli Vilu said that early release requires serious reasons. In Metsavas's case, there are none.
The decision is not yet final. An appeal can be filed within 15 days.
Deniss Metsavas was convicted of treason in 2019. He received 15 years and 6 months of imprisonment.
Tallinn Prison asked in June whether Metsavas could be released early. In August, Harju County Court said no.
