The Right-wingers are the strongest among non-parliamentary parties in local elections. Other parties face difficulties with money and candidates.

The Right-wingers are a young party. They want to participate in many local governments. Their key areas are Tallinn, Tartu, Pärnu, and the rural municipalities around large cities. They run good campaigns where there are active people.
The chairman of the Right-wingers, Perling, said that the campaign budget is about 100,000 euros. This is an average amount for smaller parties. Perling does not yet know if he himself will run for mayor in Tallinn. He said there are many people in the party who could be suitable for mayor. A suitable candidate could also be found outside the party.
Perling does not rule out that he himself could run for mayor. He said that the goal of the Right-wingers is to achieve a good result in the local elections, especially in Tallinn. The Right-wingers' campaign slogan is "Definitely better".
ERK, another party, focuses more on Tartu. ERK representative Jaak Valge said that their key areas are Tartu, Harju County, and Rapla County. They have not yet decided if they will run with a full list in Tallinn. Valge believes that ERK leader Silver Kuusik will be the mayoral candidate in Tartu.
ERK has little money for the campaign. Valge said they are running a donation campaign within the party. ERK's slogan is "Facing Estonia".
The Greens have also started preparations. The party leader Evelyn Sepp said they are focusing on larger cities and smaller municipalities. Sepp promised to run in Tallinn together with the other leader Rasmus Lahtvee.
The Free Party focuses more on rural areas. The party chairman Märt Meesak said they will put up lists in about twenty municipalities. Meesak himself is running in Elva municipality. The Free Party's slogan is "Free to be better".
The party Koos is also participating in the elections. The party representative Igor Hoop said they will definitely run in Tallinn and Ida-Viru County. They do not rule out Aivo Peterson's candidacy either. Peterson is currently on trial for anti-state activities.
