Most of the draft proposals submitted last year increased the administrative burden on businesses
Möödunud aastal kooskõlastusele esitatud eelnõudest 25 suurendasid ettevõtjate halduskoolmust, kaheksa nägi ette halduskoormuse vähendamist. Elanikele tekkivas koormuses oli mullu esitatud eelnõudes pigem näha langustrendi.
Last year, out of the draft proposals submitted for coordination, 25 increased the administrative burden on businesses, while eight provided for a reduction in the administrative burden. In the burden imposed on residents, a downward trend was rather observed in the draft proposals submitted last year.
Last year, 95 laws were adopted by the Riigikogu. The government initiated 87 of them. By the end of the year, 392 national laws were in force in Estonia. 47 percent of them were amended. This was revealed in the government's report.
124 draft laws and 32 development intentions were submitted for coordination. The number of draft proposals increased by a quarter compared to the previous year. The Ministry of Climate, the Ministry of Finance, and the Ministry of Justice submitted the most draft proposals – 22 each.
Out of the draft proposals submitted last year, 25 increased the administrative burden on businesses. Eight draft proposals reduced the burden. Nine draft proposals changed the burden in both ways: they both simplified and added obligations.
The burden-reducing changes simplified the processing of permits and registrations. One-third of the burden-increasing draft proposals came from the Ministry of Climate. Most of them were related to European Union law. They affected a specific sector, not all businesses.
The increase in the administrative burden also increased the workload of the state. The government noted that in 2024, there were several times more burden-increasing draft proposals than burden-reducing ones.
However, there was a downward trend in the burden on residents. Three draft proposals increased the burden, eight reduced it, and in five cases, the impact was bilateral.
Most of the burden-increasing changes were limited. For example, they affected only certain businesses or involved a small obligation that had to be fulfilled once.
Changes were also prepared that reduced requirements and restrictions. However, the obligations added to businesses exceeded the simplifications and alleviations.
The processing time of draft proposals was a concern. The processing time could range from a few days to several years. In 2023–2024, the average processing time was 127 days. The Riigikogu process took an average of 109 days.
The coordination process improved. The average deadline increased from 12 to 15 working days. The number of short-term draft proposals also decreased. Last year, there were 23 proposals with deadlines of less than five days, compared to six last year.
