Bills and Burden
Eelmisel aastal lisasid paljud eelnõud ettevõtetele koormust.
Last year, many bills imposed a burden on businesses.
Last year, many laws were made. The government made 87 laws. There are 392 laws in Estonia. 47% of them were changed.
124 bills were submitted. 32 bills were planned to be made. The number of bills increased. The Ministry of Climate, the Ministry of Finance, and the Ministry of Justice made the most bills.
25 bills increased the burden on businesses. 8 bills reduced the burden. 9 bills both added and removed the burden.
The changes simplified permits and registrations. The Ministry of Climate made many bills that increased the burden. These affected one area, not all.
The increase in burden also increased the work of the state. The government said that in 2024 there will be more bills that increase the burden.
The burden on residents decreased. 3 bills increased the burden, 8 reduced it. 5 bills had both effects.
Most of the burden-increasing changes were small. They affected individual entrepreneurs or were one-time obligations.
Changes were prepared that reduced requirements. But the new obligations were greater than the simplifications.
Processing the bills took time. The average processing time was 127 days. The Riigikogu's processing took 109 days.
The coordination process improved. The average deadline increased to 15 days. The number of short-term bills decreased.
