The traditional ceremony began at 11 am at the War of Independence memorial.
Tartu mayor Urmas Klaas said: "We all understand that Estonia's independence and our lives are in our hands."
Tartu Youth Council chair Lisett Hansen added: "Freedom and democracy should not be taken for granted. We must work for them every day."
At 12 pm, there was a freedom gathering at the Koidula and Jannsen memorial square. Folk musicians Henrik Hinrikus and Tanel Sakrits played dance music.
Until 2 pm, interested participants could collaborate with the Estonian National Museum and Tartu Nature House.
The town hall bells played special music. Songs like "God Protect Estonia" and "My Fatherland is My Love" could be heard.
