The Holmi quarter is an approximately three-hectare area in central Tartu. It is located near the former nightclub Atlantis. The area has state, municipal and private owners. Two years ago, the city initiated a detailed planning for Holmi quarter. The aim of the planning is to establish new buildings there with recreational areas.
Buildings would mostly be up to six stories high. Near Narva Road and Victory Bridge, buildings could be up to eight stories high, said Tartu city architect Jiří Tintera.
This summer, the basic outlines of the detailed planning were completed. They were based on the winning entry of the planning competition. The city and the author have met several times to discuss various issues. The city has also made correction proposals. For example, the lime tree avenue on Raatuse Street will be preserved in its entirety, said Tintera. On Narva Road, the existing avenue will be replaced with new trees.
The planning does not yet have a final solution for underground parking. The city has recommended allowing up to two underground floors to be built. On some properties, it might be possible to connect the underground parts.
Archaeological preliminary studies will begin in Holmi quarter soon, weather permitting. The area contains a medieval and early modern Tartu cultural layer. This needs to be mapped. The preliminary studies include four test pits. These help avoid constructing new buildings on valuable cultural layers.
The results of preliminary studies will be ready by spring next year. Therefore, the final completion of the detailed planning will be postponed until mid-next year.
