Minister of Justice and Digital Affairs Liisa Pakosta submitted a new legislative proposal. It makes the use of a data tracker mandatory.
Institutions must now show in the data tracker who has made queries about a person. People can see who has accessed their data. Some queries are confidential, such as those from the police or the intelligence agency.
Currently, the enforcement register is used by the police, border guard, intelligence agency, and bailiffs. The new rules will go to the government in the coming weeks. They will come into effect in 2026.
Minister Pakosta said that the changes will make things clearer. People will be able to know faster who is using their data. This will also help prevent illegal queries.
Currently, 16 institutions have joined the data tracker. In a year, there could be over 300. Exact numbers will be known at the end of the year.
Previously, the use of the data tracker was voluntary. Now, people can only see data from the databases of 16 institutions.
