Lumi ütles, et dokument on õigete suundadega, kuid napib ideoloogilist muutust. Tema sõnul on näha, et erinevaid mõtteid on arutatud, aga need on lõpuni välja hääldamata. Ta lisas, et dokument näitab ametnike tööd, mitte poliitilist oskust.
Ta märkis, et on koos käinud, kuid nende arutelud ei ole muutunud poliitilisteks suundadeks. Lumi leiab, et dokumendis on vähe originaalsust ja ambitsiooni.
Samuti ütles ta, et dokument ei näita pikaajalisi otsuseid. Positiivseks nimetas ta ja bürokraatia vähendamise töörühma.
Lumi arutas ka, kui kaua praegune kesta võib. Ta ütles, et see sõltub suuresti Eesti 200-st. Ta küsis: " " Ta ei usu, et valitsus enne üldvalimisi muutub.
Ott Lumi, a PhD in political science at Tallinn University, told ERR that the coalition agreement looks like a civil servant's work plan. He used the phrase: "I would like to fly, but not particularly high."
Lumi said that the document has the right directions but lacks ideological change. According to him, it is evident that different ideas have been discussed, but they remain unspoken to the end. He added that the document reflects the work of civil servants, not political skill.
He noted that interest groups have come together, but their discussions have not turned into political directions. Lumi finds that the document lacks originality and ambition.
He also said that the document does not show long-term decisions. As positive aspects, he mentioned the focus on national defense and the working group on reducing bureaucracy.
Lumi also discussed how long the current government coalition might last. He said that it largely depends on Eesti 200. He asked: "Will they hold out?" He does not believe the government will change before the general elections.
