The visit fee has not been changed for over 10 years. The burden and costs of the healthcare system have increased. Lii Pärg, an expert at the Ministry of Social Affairs, said that the OECD recommends raising visit fees. This helps improve the healthcare system. Vulnerable people are also protected.
The lower, five-euro visit fee will remain for: recipients of subsistence benefits, people with partial or no work ability, registered unemployed, people over 63 years old, old-age pensioners, children under 19 years old, pregnant women, and mothers of children under one year old. Pregnant women cannot be charged a visit fee if the medical care is related to pregnancy or childbirth.
If a person needs to visit the same specialist repeatedly, the visit fee must be paid only once within a year. There is no visit fee for referrals within the same healthcare institution or to another institution. A visit to a family doctor remains free of charge.
The hospital daily fee will increase from 2.5 euros to five euros starting from April. It can be charged for up to 10 days spent in the hospital. As an exception, the daily fee cannot be charged for intensive care, during pregnancy or childbirth, and for minors.
If a patient cannot attend an appointment, they must notify at least 24 hours in advance. If the patient fails to show up, the hospital may charge double the visit fee the next time.
