Estonia has a new law. The city must provide a kindergarten place 2 months before starting work. Some parents got a place later.
Kätlin Bowden put her child on the list immediately. She wanted a place at one and a half years old. But she got the place only in August. The office said it was too late now.
Starting from autumn, Tallinn will allocate places automatically. The system will search for available places. If the place doesn't suit, the parent can say so. The child can temporarily go to another kindergarten.
There are many free places in Tallinn. 30 groups won't open because there are few children. Bowden's child attends a private kindergarten. It is expensive.
