The National Audit Office did not receive the 70 million euro contract from RKIK. They repeatedly requested it but did not receive it. RKIK stated that the contract was sent on June 5. However, the National Audit Office said they did not receive it.
The head of the Riigikogu special committee, Anastassia Kovalenko-Kõlvart, sought clarification on the situation. RKIK Director General Elmar Vaher stated that he takes responsibility for the mistake. He explained that on June 5, the head of RKIK's audit department sent four contracts to the National Audit Office. They assumed the contract was sent, but this was not the case.
Vaher also spoke with the head of the National Audit Office, Janar Holm. Holm asked why RKIK had not sent the contracts. Vaher asked his staff, and they said they had sent the contract, but it remained unresolved.
Vaher stated that the error was due to not verifying whether the letter had reached the National Audit Office. He noted that the issue involved four PDF documents that should have been processed. He did not understand why this did not happen.
Kovalenko-Kõlvart asked whether confirmation should have been obtained for confidential contracts. Vaher responded that he does not tend to regulate everything. He added that in the future, RKIK would improve in sending documents.
