The Government Office plans to create a new portal for AI training. This may cost up to 10 million euros. The Ministry of Education has sent a letter to the Government Office asking for clarification.
According to the Ministry of Education, the new portal may duplicate existing solutions. For example, there is already an education portal and Juhan, where one can register for trainings. Therefore, the Ministry of Education questioned why these cannot be used.
Chancellor Triin Laasi-Õige stated that before creating a new portal, its impact on existing systems must be assessed. She asked whether an analysis has been conducted to show why existing solutions are unsuitable.
The Ministry of Education wants to know how the new portal will affect the state's IT systems. They also wish to see cost calculations. They want to know how the portal will be funded after three years.
The Government Office claims that the current portals are insufficient. According to Kirke Maar, head of Eesti.ai, a solution is needed that can reach at least 100,000 people. She said that current systems cannot provide this.
Maar added that AI is developing rapidly. Hence, a flexible solution is needed. The state sets goals, a private sector partner organizes the trainings. This enables quick changes without new procurements.
The Government Office emphasized that they are not looking for a new portal. They are seeking a partner to organize trainings. The partner should manage registration and ensure quality. The web platform will be developed and maintained by the partner itself. The state will not pay separately for development.
Within the framework of the procurement, trainings can be ordered until 2029. 10 million euros is the maximum amount, but actual costs may be lower.
