Former ministers: criminal proceedings in the rotation case were excessive
Endised sise- ja justiitsministrid ütlesid ERR-ile, et kõrgete politseijuhtide rotatsiooniprobleemi oleks pidanud lahendama ametkondlikult, mitte kriminaalmenetlusega.
Former interior and justice ministers told ERR that the rotation issue of high-ranking police officials should have been resolved administratively, not through criminal proceedings.
The Harju County Court acquitted the former high-ranking police officials on Monday. The process lasted two years. The former officials said that their and the country's reputation suffered.
Ain Seppik, who was once the director general of the police and the interior minister, said he understands the disappointment. According to him, the careers of officials and the country's reputation have suffered. Seppik also said that the prosecution brings charges too easily.
Andres Anvelt, who was the interior minister from 2015 to 2018, said that rotation issues should have been resolved through administrative procedures, not criminal proceedings. According to him, such a solution would have been better for the country's image.
Seppik agreed with Anvelt that the case could have been resolved without criminal proceedings. He said that the interior ministry was primarily to blame because the problem should have been resolved there.
Raivo Aeg, who was once the director general of Kapo and the justice minister, believed that the solution should have been found differently. According to him, the matter should not have gone this far.
Aeg said he would be happy if the prosecution did not take the case further to the circuit court. He said that the reputation of the officials has already suffered.
Kristian Jaani, who was recently the interior minister, said that he trusts our judicial system.
Anvelt added that Kapo's interests against Heldna were special. He said that Heldna's departure from Kapo was not ordinary. Anvelt noted that the matter became personal and it was sad.
Seppik said that Kapo could not initiate criminal proceedings without the prosecutor's consent. According to him, people used to handle mutual relations better in the past.
Aeg noted that the process might have left the impression on observers that old issues were being cleared. He does not know why the process was so intense. Aeg noted that work-related disputes arose, but criminal proceedings were not necessary.
