The plan aims to make primary care more accessible. Family doctors must help people quickly. They can also help via phone or the internet.
Family doctors must also assist with mental health and lifestyle-related issues.
The second goal is to link funding to treatment outcomes. Currently, payments are made for each visit. In the future, more will be paid based on whether the patient recovers.
Doctors must collaborate more. They should use e-consultations more frequently.
The third goal is to improve the use of health data. Health data must be more easily accessible. This will allow doctors to devote more time to patients.
The Health Insurance Fund's reserves will last until 2030.
Social Minister Karmen Joller said that the Health Insurance Fund's budget deficit has decreased. According to current projections, funds will last until 2030.
Chair of the Health Insurance Fund's board Siiri Lahe said that the new plan will help prevent diseases and detect them earlier.
Lahe also said that the plan supports budget balance. This means services need to be optimized, and consideration must be given to how much funding is required.
