Tallinn wants to build a swimming pool with a spa center in Lasnamäe. The city's representative Tiit Terik stated that the public procurement will be announced at the end of July or the beginning of August. This procurement is intended for a private entrepreneur who will build the swimming pool. The city offers up to 20 million euros in support.
The winner of the procurement will be the one who requires the least amount of city support. For example, if one company wants 18 million and another wants 15 million, the one who needs 15 million will win. This was stated by Terik.
Social Democrat Kaarel Oja believes that Capital Mill will win the competition. This is the same company that designed the sports center project. They also built the Skyon building on Maakri Street. Oja mentioned that over the past two years, such a procurement has already occurred once. At that time, only Capital Mill participated.
Terik stated that he is not certain that Capital Mill will win. He said that it depends on the market and the capabilities of the companies.
Oja believes that the city is giving millions of euros to a private entrepreneur. Afterward, the city will have to rent back the same swimming pool. The city needs this for educational institutions. The city will pay rent to the developer, which Oja considers absurd.
