The Central Criminal Police began the investigation in July. They want to determine whether laws were violated during Tallinn's outdoor furniture procurement. Prosecutor Janno Reinkort stated that no one is currently a suspect. They are gathering evidence to determine if a crime occurred.
Earlier, Tallinn's internal audit had found that there may have been flaws in the outdoor furniture procurement. They said the product descriptions were tailored to the products of specific companies. This meant that other companies could not compete for the same procurement.
The internal audit stated that the product descriptions were very precise. For example, there were exact requirements for measurements and colors. This limited competition and could have created inequality among suppliers. The internal audit believed that the city might have used funds inefficiently.
The procurement was divided into five parts. The largest part, worth 3.3 million euros, was won by Extery OÜ. They were the only ones to bid on the first part. The internal audit said the market price could not be compared, and the contract may have been more expensive than the market price. The second-largest part, worth 1.7 million euros, was won by Dambis Eesti.
As of June 16, five orders totaling 915,000 euros had been made. The largest order was from Extery OÜ for 669,000 euros.
