The new rule will come into effect from 2026. Now, only those whose place of residence was in Saaremaa or Hiiumaa on January 1st can purchase a permanent resident discount ticket.
Chancellor of Justice Ülle Madise received a complaint from a person who found this rule unfair. The complainant believes that the discount ticket should also be available to those who move to the island after January 1st.
Madise explained that such a rule does not violate the constitution. She said that there must be clear rules and limitations when granting discounts.
The Chancellor of Justice added that the regional and agricultural minister determines the conditions for the discount. The minister has the right to decide to whom and under what conditions the discount is given.
Madise said that the purpose of the discount is to support people who live permanently on the islands. Such a rule helps to avoid seasonal re-registration.
The Chancellor of Justice emphasized that this rule does not prevent anyone from moving to the island. The only difference is the price of the ferry ticket. The permanent resident discount ticket can be purchased until January 1st of the following year.
Madise added that the state compensates the carrier for part of the ticket price. Therefore, the full ticket price is not too high.
