A person filed a complaint with the Chancellor of Justice.
They believed the rule was unfair.
Chancellor of Justice Ülle Madise stated that the rule does not violate the constitution.
She said that the rules must be clear.
Madise added that the minister sets the rules.
The minister decides who can get a ticket.
Madise said that the rule helps people living on the islands.
The rule does not prevent anyone from moving to the island.
The permanent resident ticket can be purchased until the beginning of next year.
The state covers part of the ticket price.
Therefore, the full price is not high.
