Margus Tsahkna visited Germany on June 19 and 20.
He met with German Foreign Minister Johann Wadephul.
Tsahkna spoke at the Kiel Security Conference and participated in a discussion panel.
Tsahkna said that Putin uses two traps: false hope and fear.
For years, Putin has given the Western world false hope that his aggression will end.
This happened during the invasion of Georgia, the annexation of Crimea, and the Minsk agreements.
But this hope has always been deceptive.
The second trap is fear. Russia intimidates the West with threats of escalating war.
The Western world must not fall into these traps.
Tsahkna said that dialogue with Russia will not end its aggression.
Some think that now is a good time to talk because Russia is weak.
But Europe must be patient, pressure Russia, and support Ukraine.
Europe must not become a neutral mediator. That would be a new trap.
After his speech, Tsahkna participated in a discussion panel.
Representatives from Germany, Bulgaria, and Finland were also present.
