In April, 11 members of the Viimsi municipal council submitted a vote of no confidence against chairman Atso Matsalu and vice-chairman Jan Trei. They accused them of poorly organizing the council's work and lacking transparency.
Raimo Tann (Centre Party) said that chairman Matsalu has delayed the handling of the vote of no confidence for three months. According to the law, the motion should have been included in the agenda of the next session. A new session will take place on July 20. Tann believes that changing the agenda is an attempt to obstruct the democratic process.
Tann added that the vote of no confidence is also being hindered by postponing the session and extending the agenda. He stated that extending the agenda is against the law.
Three politicians submitted a public letter to the ministers. They requested an assessment of the chairman's actions. Siiri Visnapuu, a representative of the Reform Party, said that according to the ministry, the vote of no confidence must be included in the agenda of the next session and discussed.
Antoon Hubert Van Rens, a representative of Vali Viimsi, emphasized that the chairman's task is to ensure a fair and transparent process. He stated that the stability of the council and the municipal government is more important than the chairman's personal interests. Van Rens added that the factions of Vali Viimsi, the Centre Party, and the Reform Party will not participate in the session taking place on Sunday.
During the session on April 9, the opposition failed to express no confidence in mayor Illar Lemett and deputy mayor Alar Mik. At the beginning of the same session, Antoon Hubert Van Rens also submitted a vote of no confidence against council chairman Atso Matsalu and others.
