The Tallinn Administrative Court ruled on Thursday that the government's decisions regarding the expansion of the Nursipalu training area are invalid.
The court satisfied the complaint of 81 individuals, two companies, and two environmental organizations.
The government decided to expand the Nursipalu training area in 2023 and 2024. The court found that the government did not follow the correct procedure.
The court believes that a larger training area in Southeast Estonia is necessary. The security situation has changed.
However, the court stated that the government should not have rushed. The government had to prepare a special state planning document.
The court found that the government did not sufficiently investigate the noise issue. The expansion of the training area will significantly increase noise levels.
Noise may cause health problems. The court believed that the government did not do enough to address this issue.
Now the government must conduct a new procedure. It must be correct and well-considered.
If Nursipalu is the only option, more attention must be paid to the noise problem.
The court's decision is not yet final. An appeal can be filed within 30 days.
