Finance Minister Jürgen Ligi (Reform Party) has not yet received NATO security clearance. He is the first deputy of the Minister of Defense. Since he does not have this clearance, he must leave government meetings during discussions. Ligi says that the application process is difficult and there is little time.
Last week, Ligi said he would present plans to the government for using additional funds for national defense. However, Estonia's defense plans are part of NATO's plans. Since Ligi does not have NATO security clearance, he is not allowed to hear about these plans. Prime Minister Kristen Michal advised him to apply for clearance in February. Ligi has now been in office for seven and a half months. He said he had little time and was afraid of making mistakes.
Prime Minister Michal said that Ligi can be informed about larger plans. The lack of NATO security clearance also slightly hinders his work as Minister of Defense.
All ministers and members of the Riigikogu have access to Estonian state secrets without applying. However, to access NATO secrets, they must undergo a security check.
