The government has approved new rules for rehabilitation services. Now, access to the service does not depend on the severity of disability or work capacity assessment. What matters is how health affects daily life and whether multiple specialists' help is needed.
People no longer need to submit a separate application. A family doctor or specialist can refer a person to rehabilitation services. The service provider will assess the person's needs more precisely. Then, goals and a plan are made together.
During the service, it is regularly checked whether the assistance is beneficial. All information is entered into the health information system. This helps avoid duplicate information submissions.
Starting from October 1, 2027, the Health Insurance Fund will organize rehabilitation services. The service will be available in every county in at least one hospital. Other healthcare providers can also offer the service.
Current service providers can continue if they meet the new requirements. People already receiving the service can continue without a new application.
In 2025, over 10,000 people received rehabilitation services. These included children, working-age individuals, and retirees. The service budget was 20.1 million euros. In the coming years, the budget will be larger.
The changes will take effect on October 1, 2027. The Ministry of Social Affairs will assess the impact of the changes by 2031 at the latest.
Currently, access to rehabilitation services depends on several factors. It may be delayed or not received at all. The new rules will make the process simpler and faster.
