The Police and Border Guard Board (PPA) has initiated proceedings to revoke Isa Khalilov's residence permit. The reason is public order, which Khalilov may threaten. The proceedings are still ongoing, so no further comments can be made. The initiation of proceedings does not mean the residence permit will definitely be revoked.
Khalilov's residence permit may be revoked, but he cannot be deported immediately. He has a court-ordered stay permit.
On Tuesday, the Supreme Court decided to release Khalilov from prison. Originally, he was to remain in prison until 2030. Now, he is subject to probation and behavioral control. He must meet with a probation officer, must not consume alcohol or drugs, and must complete a traffic safety program.
The prosecutor's office did not support Khalilov's early release. They said Khalilov does not speak Estonian well enough and has no profession. This makes it difficult for him to find work.
Khalilov's defense attorney said the man has behaved correctly in prison. He plans to work as a cook or cleaner in a restaurant. He regrets his actions and understands their consequences.
In 2020, Khalilov was speeding on Laagna Road. He caused a chain collision that killed two people and injured four. One of the injured died a year later.
The court found that Khalilov has learned the right lessons from the mistakes of his youth. He is ready to live law-abidingly in the future.
