The department found over 20 buildings that are damaged. These buildings require major repairs. This will cost a lot of money.
One reason for the sinking is water from Toompea. Water flows down to the Old Town and causes problems. It can lead to cracks and other damage.
The water flow is not accidental. It comes from old pipes and shafts. These may be broken or in poor condition.
In addition to water, water supply failures and rain also affect the buildings. These can cause streets to sink.
Many buildings are in poor condition because they are not maintained sufficiently. Major repairs take a lot of time.
Another problem is the lack of a clear responsible party. The building owner must take care of the building, but some problems arise from things the owner cannot control.
In the coming months, the department will conduct a new study. They will use satellite images to see if the buildings are sinking more over time.
