The plan to build Tallinn's small ring road has been on hold for several years. The Estonian Transport Administration has the project ready, but the state does not have the money to build it.
The Centre Party and Isamaa want to build the ring road. However, this is not a city project, but a state project. The Transport Administration says that the preliminary project is ready, but further work has been halted.
The project is at a standstill because the government has not approved it. The state has other priorities, such as building the roads of the European Union. There is not enough money for this.
The preliminary project for the small ring road was funded by the city of Tallinn, Rae municipality, and Tallinn Airport. The airport was involved because part of the road would go under their land in a tunnel.
The ring road would run from Smuuli Street to Viljandi Highway. The road would have 2+2 lanes, pedestrian and bicycle paths, bridges, and tunnels. The speed would mostly be 70 km/h, with some sections at 50 km/h.
Originally, there were two options for how to route the road through the airport. A tunnel was chosen because it is shorter. There are two plans for the tunnel, and the shorter and straighter one is preferred.
