Eesti kasutab ohuteavituse jaoks aeglasemat süsteemi kui paljud teised Euroopa riigid. Süsteem kasutab SMS-i, aga on olemas ka kiirem alternatiiv.
Estonia uses a slower emergency alert system than many other European countries. The system uses SMS, but there is also a faster alternative.
Estonia uses the LB-SMS system for emergency alerts. It sends SMS messages to phones in the danger area. How quickly the message arrives depends on the operators. For some people, receiving the message may take over 30 minutes.
Many European countries use a faster system called CBS. It sends the message to all phones in a specific area. The message arrives within a few seconds. Lithuania uses this system, and Latvia will start using it soon. Estonia, however, has chosen the slower LB-SMS system.
In 2018, the European Union decided that all member states must adopt an emergency alert system. Estonia chose LB-SMS because it was better suited to Estonian conditions. In addition, Estonia has few sudden events that would require immediate notification.
The LB-SMS system also has advantages. For example, it is possible to know how many people the message was sent to. The CBS system, on the other hand, sends the message to all phones anonymously. In Estonia, data protection issues have also been resolved.
Estonia does not currently plan to adopt the CBS system. The capacity of the LB-SMS system can be increased if necessary. However, the adoption of the CBS system would be expensive, as it requires additional licenses.
