The Health Insurance Fund investigated where to move its office. They looked at various locations in Tallinn.
Pille Banhard, a member of the Health Insurance Fund's board, said that the aging building was too large and not suitable for hybrid work. The building also had water issues.
Banhard also mentioned that the building is near the headquarters of the Defense Forces. Therefore, the building is not safe in case of war.
In 2022, the Health Insurance Fund considered where to move in 2024. They looked at buildings in the city center that would have a shelter and a good energy class.
The options included the Arter Quarter, Golden Gate development, and the Forum Center. Golden Gate was more expensive than the Arter Quarter.
Space became available in the Forum Centre on Narva Road in 2023, but it was too early and lacked a good energy class.
The Avala Quarter and buildings on Maakri and Ahtri streets were also considered, but they were not available at the right time.
Banhard said that the Health Insurance Fund's council did not approve the move to the Arter Quarter. The decision was made by the board. The monthly cost was €63,684.
Banhard stated that the Health Insurance Fund must compete with the private sector for employees. They cannot raise salaries but must offer a good work environment.
The Health Insurance Fund's expenditures received more attention when it became public that they organized expensive summer days at Taagepera Castle.
Rain Laane, the head of the Health Insurance Fund, promised to resign at the meeting on August 22. Social Minister Karmen Joller said that the council would accept it.
