The Government Office commission decided to recommend Elmar Vaher as the new head of RKIK.
Defense Minister Hanno Pevkur must now decide whether to appoint Vaher to the position. The decision may come on Thursday.
Elmar Vaher said he wants to become the head of RKIK. He previously headed the police and border guard.
Last week, a court case ended where Vaher and other former police chiefs were acquitted. The court examined the issue of police pensions.
In the first competition to find a head for RKIK, no suitable candidate was found. Although three people made it to the interview stage, the commission did not select any of them.
Chancellor of the Ministry of Defense Kaimo Kuusk said the competition had overly complicated requirements.
A new competition was announced in the summer. This time, 16 people applied.
The former director general of RKIK, Magnus-Valdemar Saar, left his position in July. The new head's term will be five years.
