Liia Hänni says that there are problems with data protection in Estonia. The state and society are not ready for the digital society.
Hänni believes that the new conditions in Estonia are fast-paced. We have laws, but we do not understand them sufficiently. Parliament cannot keep up with the changes quickly.
The organization of parliament's work does not allow for sufficient control. The Riigikogu does not understand what is happening in the state. This is a big problem.
Hänni says that the Riigikogu does not have enough knowledge. They are not able to control the government effectively. Often, problems are discovered too late.
Officials do not make mistakes intentionally. For example, in the case of traffic cameras, there was confusion in interpreting the laws. Each agency works according to its own laws.
The entire society needs help with digital issues. People do not always understand the importance of personal data. Many people give their data to scammers.
Estonia has many digital services, but the topic of data protection is still unclear. We need to learn how to protect data. This is not only the state's task.
Currently, data protection laws need to be quickly improved. Data collections must comply with the laws. Oversight must be clear.
Hänni believes that it is difficult for the state to provide oversight in the digital field. This cannot be solved quickly. It is a long process.
