Since the beginning of the year, the fine unit price has doubled. Previously, it was four euros, now it is eight euros. This year, approximately 11,000 offenses have been registered. These were initiated against speeders. Speed cameras have detected over 75,000 violations.
Annika Elmi, the group leader of the Jõhvi police department, says that when comparing the numbers of last year and this year, the number of violations detected by speed cameras has decreased. However, the number of speeders in regular traffic surveillance has increased.
Elmi says: "Previously, the fine unit price was four euros, now it is eight euros. This time has been too short to draw definitive conclusions. Some people understand that financial penalties have increased, but many don't think about it."
Elmi believes that a proper driver does not think about the fine unit price. "Behavior in traffic comes from a person's own willingness to be a proper driver. Financial penalties only affect a small portion of people," she said.
The police do not only use fines to stop speeders. Police officers try to make drivers behave correctly during conversations. Elmi says: "Conversation is an effective way. If the conversation does not help and the person has had previous penalties, they may receive a financial fine. But the police officer's strongest tool is their word."
