The Estonian and Swedish prison rental agreement is expected to be approved by the Estonian parliament on June 10. After that, President Alar Karis may announce the agreement.
The first Swedish prisoners may arrive in Tartu in August. By the end of the year, there could be up to 200 prisoners in Tartu Prison. Next year, the number could reach up to 600.
The current detainees in Tartu Prison will be transferred to Viru and Tallinn prisons. After that, renovation works will be carried out in Tartu Prison.
The Prison Service plans to hire over 300 new employees to work with Swedish prisoners. The jobs are available for career changers and newcomers.

English language training will be organized for communication with Swedish prisoners. Translation devices will be introduced.
Estonia does not expect high visitation rates for the prisoners brought to Tartu. Prisoners will be allowed video calls with relatives.
Sweden will pay Estonia 30.6 million euros per year for up to 300 prisoners. In the first year, Sweden will pay 23 million euros.
Tartu Prison will remain operational with Swedish funding. Sweden has closed many prisons and lacks sufficient space.
If the agreement is terminated, Estonia must give one year's notice. Tartu Prison will remain functional.
