The agreement allows the use of Tartu Prison for Swedish prisoners. There can be up to 600 Swedish prisoners there. The agreement is valid for five years. It can be extended for another three years.
Sweden will pay Estonia 30.6 million euros per year. This is for 300 prisoners. Each additional prisoner costs 8500 euros per month.
In the first year, Sweden will pay 23 million euros. This is 75% of the annual amount. The prison will only be full by the end of the year.
Holding 300 prisoners costs an average of 28.9 million euros per year. Without one-time expenses, the average cost is 26.8 million euros per year.
