Isamaa has 23% support. Keskerakond has 22% support, according to a Norstat study.
Isamaa's support is lower now than before, while Keskerakond's support remains unchanged.
SDE ranks third with 16%, their best result in two years.
Reformierakond is fourth with 14%, followed by EKRE in fifth place with 13%.
Other parties have minimal support, collectively ranging from 1% to 7%.
More people express support for Isamaa (27%), followed by SDE (18%), Reformierakond (16%), EKRE (15%), and Keskerakond (12%).
In Tallinn, Keskerakond is the most popular (36%), with SDE in second place (23%).
The study surveyed 4,000 people and was conducted in August and September.
