Märt Rask is a former Chief Justice and minister. He spoke on ETV's show "Prillitoos". He said that Estonia's legislation has changed. Previously, laws were made together with experts. Today, the government makes laws by itself.
Rask said that Estonia has given away part of its legislative freedom. Many laws now come from Europe. They bear the label "compliance with European legal acts".
Rask also criticized government agencies. He said that agencies make laws according to their own goals. This creates conflicts.
Rask believes that Estonian governments should cooperate more. They should agree on what is important for Estonia. They should not each pursue their own agenda.
Rask recalled German legal scholar Robert Alexy. Alexy said that court decisions should be clear. Even politicians should understand them.
Rask previously thought that the political stage was not important. Now he understands that Alexy was right. Politics is often just attacking opponents. Rask does not like this.
Rask said that many people no longer follow the news. He thinks this is a bad sign. The problem is not with officials, but with weak politicians. They play politics instead of taking responsibility.
