Nothing like this has been done in Estonia yet. Such rental transactions have been made in Europe. For example, Norway and the Netherlands, as well as Belgium and the Netherlands, have done this. The numbers are measurable, up to 500.
Is it possible to mitigate all risks? A system can be built that can handle the risks. 100% of risks cannot be avoided, but cooperation with other institutions helps manage them.
How quickly can the first prisoners arrive? It depends on the contract. The earliest possible time is in the second half of next year. The goal is to start with foreign prisoners in Tartu.
How to communicate in different languages? English is used as the working language. Both technology and people are used for translation. If a prisoner's English is poor, technology helps.
Do we need to offer different food? Adjustments are made, but no major compromises. Halal food does not have to be provided, but food can be bought from the prison store.
Did we make a good deal? I think yes. We are building a stronger state. Renting prisons helps achieve this.
