President Alar Karis will not promulgate these laws.
He says the laws are not fair.
The Defense Forces Act states: only those with Estonian language proficiency at B1 level can serve in the military.
President Karis says: all Estonian citizens must contribute to national defense.
If someone is exempted, it must be fair.
The Riigikogu says the laws are incorrect.
They recommend amending the laws.
Defense Minister Hanno Pevkur says: the language requirement must be removed.
President Karis also will not promulgate the employment contract law.
He says it is not right.
The Riigikogu says the employment contract law needs to be clarified.
The Riigikogu will discuss these laws on Wednesday.
If the laws are not amended, amendment proposals will be introduced.
